Foster Care Services  
Toomey’s foster homes are certified and supervised by the Foster Care Program.  The homes are located primarily in urban and suburban Syracuse.  A select number of certified homes have been established in neighboring counties.  The Foster Care program serves youth ages newborn to 21 and their families.
  

General Foster Care
In this program, the foster care team assesses the needs of the child and coordinates services to respond to the youth’s specific permanency plan goal in the foster care setting.

  
   

Therapeutic Foster Care
Toomey also offers an enhanced foster care option as an alternative to group or institutionalized care.  This program addresses identified needs in the least restrictive and clinically appropriate environment.  The target population for Therapeutic Foster Care includes severely emotionally disturbed children and adolescents.

  
   

Unaccompanied Refugee Minor Program (URM)
For this type of foster care, referrals are made from the U.S. Catholic Conference of Bishops.  The main goals of this program are preservation of their own culture, while staff assist the children to achieve articulation and gain independent living skills.  The children served come to this country for various reasons such as:  political asylum, religious persecution, etc.
